Going to the North Pole was too obvious. Santa wasn't in the suitcase. It was the last resort but he has to do it; there are no other options.

A piece of paper is held up. Numbers are written on it. The telephone is lifted …

… and put back in place. He cannot do it.

The piece of paper is lowered; he studies the numbers. He'd been told it was the telephone number for someone who could help him reach Santa. Was it so important that he know, once and for all time, that Santa was real?

He knows Santa is real but now he's beginning to wonder: why is it so hard to find Santa? Surely, he can be found; just follow the cookie crumbs!

He lifts the piece of paper again. The numbers wave. He lifts the telephone. He, Pudsey, was about to ring the number of someone who can help him.

He breathes deeply and begins to dial.

... maybe he's so hard to find because it's Christmas Eve?

I don't think that's occurred to him yet.
